 WESTMORELAND POWER, INC. (WPI)
WPI’s primary focus is the development or acquisition of independent power projects that complement existing operations and can provide attractive cash flows. WPI is prepared to serve as lead or co-developer throughout the development process including project identification, conceptual design, feasibility analysis, environmental compliance, transmission access, power agreements, engineering and construction, fuel supply, financing and operations and maintenance.
On one project which the Company has announced, and which is described below, WPI has evaluated the development of a new lignite-fired power project in southwestern North Dakota which would be fueled by lignite from a new mine which would be developed and operated by Westmoreland.
On February 28, 2001, Westmoreland Power, Westmoreland Mining and Montana Dakota Utilities, a subsidiary of MDU Resources, began feasibility evaluation for development of a new state-of-the-art lignite-fired power plant near Gascoyne, North Dakota. In July 2004 the application for an air permit for this project was filed with the North Dakota Department of Health and a final air permit for 175 megawatt was issued in June 2005. Westmoreland Power continues to explore the opportunity to increase the size of the power plant and in 2006, submitted an air permit application for a larger, 500 megawatt plant. Final approval of the permit remains pending.
