POWER OVERVIEW

Westmoreland added independent power to its business activities in 1986. In conjunction with major utility subsidiaries, Westmoreland has developed and brought to commercial operation eight power projects, including both coal and natural gas-fired generation, totaling 867 megawatts of power. Ownership interests in six of these projects have been harvested to provide additional working and investment capital.

ROVA Power Facility

Today Westmoreland owns 100% of the two-unit, 230 megawatt Roanoke Valley (ROVA) project. The ROVA plants have operated at high capacity factors, exceeding the five-year averages typical for units of its size. Capacity factor is a measurement of the generation performance of a power plant and ROVA’s power supply agreement incents it to achieve a high capacity factor. Westmoreland’s experience as a power developer and owner gives the Company significant insight into the energy marketplace.
